I Cant Start Panda 3D 3.0!!!

do you mean 1.3.0 ?
saying “its not working” is pretty un-productive.
please post your os+version, what you did and what errors you received so we can think about your problem and find a solution.
i’d recommend using verseion 1.3.2 since it includes a number of bugfixes.
Please post the error messages you get on the console, so we can help you.
And Panda3D 3.0 doesn’t exist yet.
