I am new to panda3d and just downloaded the source to build it on Windows XP.

mt.exe shall be in the platform SDK, which shall be by default at:
C:\Program Files\Microsoft SDKs\Windows\v6.1\Bin

Add it to your path shall fix the mt.exe problem.
