I know of two that you might look at, offhand: Wezu’s level editor and Ninth’s “Blender for Panda”. Both were created (and are under development) by members of the community, I believe. I don’t know how complete or useful either is, not having used either myself. Nevertheless, it might be worth taking a look at them.
