Is there download link of 'user manual'?

Hello guys,

Is there packaged user manual download link? I do not find it, the packaged user manual is very helpful when network is poor. I remembered that some old version existed before, but it’s gone on website?

There is this PDF version:

There used to be a zip with HTML files. We could probably build this from the Sphinx repository without too much effort.
