can't set value in local .prc file

For my game created a local prc file (it’s name is panda.cfg, but i think it doesn’t matter). I loaded it with loadPrcFile and there’re no warnings that the file wasn’t found. In this file i override the options notify-level, default-directnotify-level and notify-level-Welt. (Welt is german and means world. It is a group i created myself.) The changes on notify-level are recognized well and i get the desired output, but default-directnotify-level and notify-level-Welt aren’t. Instead panda uses the global values. The values i set in the local prc are:

notify-level-Welt debug
notify-level warning
default-directnotify-level warning

and in the global

...
notify-level warning
default-directnotify-level warning
...

If i try to only set netify-level-Welt it doesn’t work either.
My OS: Ubuntu 12.10
My Panda version: 1.8.1

Perhaps these values are read on startup - you should consider putting the loadPrcFile line before your import to DirectStart or your instantiation of ShowBase.

There are variables that cannot be set at runtime, though, if they are read whenever the library is initialised (ie. at the first import call).
