Billboard effect on many quads separately

I was thinking of making some 3D-like clouds by creating dense bunches of many quads, with puffy textures on them, all turning towards camera. I thought of using MeshDrawer to create quads at start only, but MeshDrawer seems to require that Python generating code is invoked at every frame, which would be too slow for that many quads. Is there a way to have MeshDrawer redraw geometry added once in every subsequent frame? Or some other way of having great many quads with billboard effect?
